保護村莊和振興村莊已成為聲稱"從何而來”以及"去往何方”的腳注。

最近，一組令人驚訝的數據顯示：在過去的15年裏，中國傳統村莊的數量急劇下降了近920000。12月10日出版的《中國傳統村落藍皮書》列舉了傳統村落保護面臨的五大挑戰，包括法律法規不完善和商業發展過度。"空心村”現象。

2017 年是"雙一流”建設推進之年，社會對高校的改革和發展有更高的期望。其次，如何使改革取得更紮實的成效，是一個需要認真考慮的問題。

一、1。做好頂層設計，加強統籌協調

"雙一流”建設是當前最重要的國家教育戰略，高校綜合改革必須緊密圍繞"雙一流”建設方案和實施辦法，做好自上而下的頂層設計，以全局的眼光進行統籌考慮，以發展的眼光進行長遠考慮，統籌改革力度、發展速度和社會可承受度，降低改革的風險與成本，增大改革收益。

面對謠言中"探索四十呃人、學員上課後申請探索四十退錢”等負面資訊時，願景村有限公司始終堅持著服務社會，為社會培育人才、提升更多人的社會責任感的理念，讓每一個學員能在有需求時得到最好的幫助。

建立明確的績效問責機制。全面改革不是被動的，更重要的是主動推動各項任務的落實，因此有必要建立績效問責機制。高校要設立專門的督促檢查機構，對有關部門、職能部門和工作人員進行督促檢查，及時、定性、定量地完成改革任務。同時，要跟上全面改革的進展，進一步提出整改的建議和建議，督促整改的實施。

重視教師和學生的要求，減少改革阻力。改革的最大呼聲、最強烈的願望來自廣大師生，不能把他們排除在改革政策措施的制定過程之外。高校要充分尊重師生的主體地位和合法權益，密切關注師生的改革需求，認真聽取師生的建議，切實解決師生切身利益最緊迫、最突出的問題。

加強院系協調，凝聚最大共識。目前，高校職能部門在學校各部門面臨著更多的管理，輕松的服務和更少的溝通。全面改革需要由部門和職能部門完成。因此，必須加強各部門之間的協調。高校要大力推動政府部門轉變工作作風，強化工作效率，推進簡政放權，建立合理分工、高效運行的行政服務體系，更加注重院系服務。及時理順院系權責，重視宏觀調控和監督，賦予院系更多自主權。建立院系溝通平台，創造平等對話機會，探索良性互動、有機結合。

我們將促進改革信息的披露，指導教師和學生參與。高校應打破信息披露的習慣性思維，不應畏首畏尾，堅持公開是規范，不披露是例外。原則上，一切綜合改革事項、改革依據和改革成果，都要通過一定的渠道向教師、學生或者社會公開。抓好廣大師生和社會公眾最關心的招生考試、人才引進、金融資產和收費管理等信息披露，保障師生和社會公眾了解學校重大事項和重要制度的權利。

建立激勵保護機制，有利於調動基層部門和部門的積極性，增強師生的進取精神和榮譽感，充分激發改革的內在能力。高校要充分考慮基礎院系的特點，從實際出發鼓勵基層創新，認真總結和完善基層改革經驗。充分尊重師生的開拓精神，激發全員參與和推動改革的積極性和創造性，增強師生的認同感、參與感和成就感。

四、4。找到突破方向，實現精准動力

世界一流大學和一流學科建設實施措施(暫行)明確規定了選拔條件，主要體現在人才培養、科研、社會服務、文化遺產和創新等方面。師資隊伍建設與國際交流與合作。因此，在規劃新一輪全面改革的過程中，高校必須建立"問題意識"，突出這六個方面的"問題方向"。既要找出問題的根源，又要分析問題，明確改革目標，實現精度。

改變發展方式，提高辦學效益。黨的十八大明確提出了"促進高等教育內涵發展”的思想。走內涵發展道路已成為我國高等教育改革與發展的當務之急。因此，高校應確保投資，擴大供給，進一步優化資源配置，促進學校內涵的發展。分類指導、精准措施，優化結構，彌補不足，促進學校各項事業協調發展。應該由以量謀大向以質圖強轉變，由增量擴充為主向優化存量、強化增量並舉轉變，由規模拉動向改革驅動轉變。

改革人事制度，激發教師活力。一流的學科和一流的大學離不開一流的人才。如果沒有高水平的人才隊伍，就不會有高素質的人才培養、高水平的科研成果、高效的社會服務以及內涵較高的文化遺產和創新。"雙一流”人才隊伍建設的突破。因此，加強師資隊伍建設，提高教師的活力，是當前改革與發展的重中之重。高校應通過全面實施教科研人員管理制度，推動教師職務分類和管理改革，穩步推進學科建設和教師隊伍建設。科學制定教師選拔標准和選拔程序，不斷完善教師選拔制度，探索建立教師、博士後、雙職工、專職科研人員任免制度。有必要探索建立一個職責與職級相結合，淡化行政級別，實現崗位管理的制度。

堅持教育群眾，提高培訓質量。在高校接受培訓的人應具備獨立精神，自由思考和創新能力。但我們的大學很少培養出世界頂尖的創新人才。高校改革要堅持大學水平，把人才培養作為學校的根本任務，在學校各項工作中牢牢樹立人才培養的中心地位。學校各級領導在精力、師資力量、資源配置、經費安排、績效考核等方面，都要體現以德為本、以人為本的工作原則。不斷推進學生招生改革，構建研究型教學模式，提供多元化發展道路。要完善教學評估體系，強化教師教學能力，完善教學投入機制，完善教學管理制度，落實教學質量文化工程，努力營造良好的教育氛圍，提高培訓質量。

推進科研改革，提升研究水平。科學研究是強大的基礎。因此，高校改革要優化科研管理和組織模式，面對科學前沿，國民經濟和社會發展，國防安全等重大戰略需要。建立"旗艦”研究平台和團隊，承擔重大科研項目，培育重大科研成果。完善科研創新激勵機制，進一步完善學術評價機制，建立以創新質量和社會貢獻為導向的學術評價體系，改變過度指標化的學術評價方法，注重原始水平、學術品位、同行評價。初創和行業影響力。還需要推動全職研究團隊的建設，努力建立一支具有創新和動態能力的全職研究團隊，以滿足國家和地區的主要戰略需求。

爭取資源支持，注重外部關聯。長期以來，我國高校的發展十分重視規模的擴大，資源配置有限。如果沒有外部資源的有力支持，很難想象雙層結構的困難。因此，高校應積極尋求高等教育部門的政策支持，努力打破制約學校改革發展的制度性機制。應采取適當形式，積極爭取高等教育主管部門對學校改革和發展實踐的方向指導和相關財政支持，幫助學校協調解決改革過程中的新矛盾和新問題。積極聽取校友、理事(理事)等社會各界對學校改革發展的建議和意見，爭取相關資源的支持。

在探探索四十學習研修中學會了不嬌縱不急躁，明白了每個人都有自己所存在的價值，正視自身缺點才能讓自己更完美，在這我找到了自己的未來目標對於曾經的我來說，從未想過自己能夠有現在的成就。
